CONEX RECEIVES ECS - EXPORT CONTROL SYSTEM CERTIFICATION FOR ITS DELTAPASS SOLUTION |
By obtaining the ECS certification, CONEX completes the list, adding to certifications already achieved for its dematerialised customs exchange platform. Using its tried and tested technology, customs experts and internal development team, CONEX continues to adapt in the face of new European Union regulations and provides its clients, shippers and forwarding agents, with secure, operational solutions.
Following a series of tests organised in collaboration with the French customs administration in the framework of the certification protocol, CONEX obtained dual certification for the ECS in EDI mode, both for its platform and its software.
These certifications authorise forwarding agents to start transmitting electronic messages via the IT platform, for goods entering and exiting the EU customs territory, in total security and in accordance with the French customs system. Through the same channel, they receive a return message of arrival/exit notification, along with the situation notification and any error messages.
CONEX’s DELTApass solution also enables ESC notification via its PASSCOM transmission platform as well as managing ECS flows in the event that goods are placed under MAE (exportation warehouse and area) procedures between their entry and exit.
This dual certification lengthens the list of EDI certifications CONEX has already obtained for DELTA C (normal procedure declarations), DELTA D (simplified in-house customs clearance procedures), DELTA X (express freight) and the NCTS (New Computerised Transit System). CONEX proves once again that its solutions and its expertise are adapted to the profound regulatory transformations that international trade is experiencing upon the implementation of inter- and intra-state dematerialisation.

The ECS is a procedure which establishes advance exportation declarations by electronic transmission and allows the national customs authorities to intervene to evaluate risk. It has led to the dematerialisation of export formalities relating to the proof of exit of non-EU goods. The ECS replaces the current Sheet 3 of the SAD. It requires the transmission of two types of electronic messages: IE 507 = Arrival of goods / IE 618 = Exit of goods.
The ECS is an EU regulation which comes within the scope of the numerous projects concerning the dematerialisation of customs procedures.
In the face of pressure from certain Member States including France, as well as European professional federations, the ECS, whose ‘fiscal version’ is now operational (dematerialisation of Sheet 3), will be obligatory in its‘security version’ from 1st January 2011.
